OPM is an international development research and public policy consultancy firm. That developed within the University of Oxford in the 1970s. It became independent in the mid-1990s. Their mission among others is to support low- and middle-income countries. To achieve growth and reduce poverty and disadvantage through public policy reform. They provide analytical and practical support to their clients. This cut across the policy cycle in a wide variety of thematic areas that are critical to addressing social and economic disadvantage.
They work across the policy cycle.Which includes formative research, policy diagnostics and design, capacity building, implementation support and specialised monitoring and evaluation. We work across social, economic and governance sectors, with teams covering health, nutrition, WASH, education, social protection, social services. Others include public financial management, private sector development, financial sector development, urban development, natural resource management, official statistics and climate change, amongst others. Their staff are mainly social scientists from strong academic backgrounds. Who want to use their analytical, technical and conceptual skills to contribute to combating social and economic disadvantage and ensure that scarce public resources are used to best effect. The company has around 400 full time staff with permanent offices in twelve countries.

About the position More
The OPM Myanmar office was established in October 2016. It is the most recent addition to our network of international offices. In line with our organisational mission, we are seeking to support government. Other development partners in Myanmar across a diverse range of public policy areas including education, social protection, public financial management and economic policy. We are now seeking to recruit a full-time consultant Job to work across a variety of current. Future projects in Myanmar, particularly in the area of public financial management (PFM) and other governance related areas. The position is based in our Yangon office. This is an entry point for talented individuals with a clear commitment to a career in international development. And a desire to contribute towards addressing some of the most pressing socioeconomic problems that exist in Myanmar. The successful candidate will gain exposure to various development sectors in the governance area. (Furthermore, in public financial management, public sector reform, social development); different functional areas (e.g. research and data analysis, provision of technical assistance); and potentially other countries in the medium.
Candidates are not expected to have vast experience or specialisation within the area of PFM. Since the role is designed to provide consultants with the opportunity to explore their interests. By working on projects across a variety of technical areas. However, some experience in the area of PFM, or engagement with the Government of Myanmar generally, would be an advantage. Professional development will be guided by a structured learning framework. Which include three types of skills: technical skills, consultancy skills and management skills learnt through
- project work with senior consultants (including business acquisition, fieldwork and data analysis, project management and client-facing engagements in diverse settings);
- structured mentorship from an experienced senior consultant;
- seminars, conferences and training opportunities.
Successful applicants can expect to provide wide-ranging support. To both project acquisition and delivery across a variety of thematic areas mentioned above, According to client demand. At present, we anticipate the sectoral focus. Which will initially be on PFM and social protection/welfare. In like manner, there are ongoing work with the Ministry of Social Welfare Relief and Resettlement (funded by UNICEF) with possible opportunities subsequently emerging in other areas.
Over time, consultants are expected to progressively start managing their own projects. More frequently interacting directly with clients, and taking on greater autonomy and responsibility for providing advice to development policymakers. They may also take on greater people management responsibility, e.g. for interns or for other junior staff members.
Desired Candidate should possess:
- Successful candidate should possess a minimum of University degree qualification in either economics, public finance, development studies, social development, political science or other appropriate social science discipline;
- Our Desired candidate should have at least three to five years of directly relevant experience in the field of governance, economics, public finance, public administration, policy advocacy or related fields;
- Strong technical and analytical skills – knowledge on the Government of Myanmar’s policy and budget process would be an advantage;
- Ability to communicate effectively with colleagues and clients including at the Ministry level. The consultant will be critical in developing and managing relationships with key stakeholders in the Government;
- Strong team player with the ability to use own guidance and initiative to prioritise work and handle different demands appropriately;
- Passion, motivation and ability to deliver high quality work to achieve impact;
- Previous experience in working with the Government of Myanmar would be an advantage;
- Fluency or excellent command of English and Myanmar (written and verbal).
